The F1H Fleet created in October 1938, is the Transport Fleet of the "Commandant Teste" Seaplane Carrier. The units which compose it will remain independent and will have only an administrative attachment to the F1H Fleet

Accidents on the Loire 210 led to the premature dissolution of the HC-1 Squadron on November 22nd 1939. The Fleet is however completed by the HB-2 Squadron which joins the entity at the beginning of 1940.-1.
